Courtesy Visit by Mrs. Ann Ukpong Reinforces Strategic Role of NPCC in Nigeria’s Maritime Sector
The Secretariat of the Nigerian Ports Consultative Council today had the honour of receiving Mrs. Ann Ukpong, a distinguished maritime professional and former Port Manager with the Nigerian Ports Authority, on a courtesy visit to the Council.
The visit, marked by insightful discussions and reflections on the evolution of Nigeria’s port and maritime industry, further underscored the enduring relevance of stakeholder collaboration in driving sectoral growth and policy development.

Mrs. Ukpong, whose professional journey spans decades of service and technical expertise, shared her unique career trajectory—from her early beginnings as a statistician to her rise within the NPA, where she served in key strategic and operational roles.
A major highlight of the engagement was her recollection of the NPCC’s Ibom Deep Sea Port Summit in Uyo—an initiative she conceptualized during her tenure as NPA’s representative to the NPCC. The summit, held in 2011 during the administration of former Akwa Ibom State Governor Godswill Akpabio, stands as a testament to the Council’s capacity to catalyze transformative ideas within the maritime sector.

Mrs. Ukpong recounted the initial challenges that characterized the planning phase of the summit, including limited institutional response and stakeholder engagement at the early stages. However, through persistence, strategic advocacy, and eventual high-level intervention, the initiative gained traction. The eventual success of the summit, fully supported by the Akwa Ibom State Government, demonstrated the impact of coordinated efforts between federal and state actors, as well as the critical role of NPCC as a convening platform.
The discussions also highlighted the importance of sustained political will and professional input in the execution of long-term maritime infrastructure projects, such as deep seaports. Mrs. Ukpong emphasized the need for continuous engagement with industry experts and the establishment of technically competent committees to drive such initiatives, drawing parallels with successful models in other sectors.

In acknowledging institutional partnerships, she commended the Nigerian Ports Authority for its consistent support of NPCC activities, noting that the Authority’s leadership and technical teams possess a clear understanding of the Council’s strategic importance. She further stressed the need for other government agencies to emulate this level of cooperation, emphasizing that the advancement of Nigeria’s maritime sector requires a unified, multi-agency approach.
The Chairman of NPCC, in his remarks, appreciated Mrs. Ukpong’s visit and her longstanding contributions to the Council’s initiatives. He reaffirmed the Council’s commitment to fostering inclusive dialogue, promoting industry best practices, and providing independent, evidence-based advisory to relevant stakeholders.

As part of the outcome of the visit, Mrs. Ukpong was invited to deliver a goodwill message at the Council’s First Quarterly Meeting for 2026, scheduled to hold on Friday, 10th April 2026. Her participation is expected to enrich the discourse and further strengthen the collaborative spirit that defines the NPCC. The courtesy visit serves as a reminder of the value of institutional memory, professional expertise, and sustained stakeholder engagement in shaping the future of Nigeria’s maritime industry. Through engagements such as this, the NPCC continues to reinforce its role as a critical platform for dialogue, innovation, and strategic direction within the sector.
