NPCC’s Capt. Ebubeogu Advocates Coordinated Governance Framework for Nigeria’s Marine and Blue Economy

The Nigerian Ports Consultative Council (NPCC) proudly acknowledges the thought leadership of Capt. Iheanacho Ebubeogu, Chairman of NPCC’s Ports Operations and Logistics Committee, who delivered a keynote lecture at the Nigerian Association of Master Mariners (NAMM)’s 2025 First Quarterly Paper Presentation in Lagos.

In his paper titled “Governance of Marine Spaces in a Marine and Blue Economy Model – Issues, Challenges and Approach,” Capt. Ebubeogu, a seasoned master mariner and maritime governance expert, made a compelling case for the designation of the Minister of Marine and Blue Economy as the Coordinating Minister for the Blue Economy.

He emphasized that Nigeria’s growing marine economy—with intersecting interests from multiple ministries including Petroleum Resources, Agriculture, Water Resources, Interior, Power, and Communications—requires a centralized, empowered leadership structure to eliminate regulatory overlaps and policy inefficiencies.

“Just as the Ministry of Finance and Ministry of Health serve as coordinating ministries in their respective domains, the Ministry of Marine and Blue Economy should be positioned to provide unified leadership across all maritime-related agencies and sectors,” Capt. Ebubeogu stated.

Representing NPCC in his dual capacity as Committee Chair and a key stakeholder in Nigeria’s maritime advancement, Capt. Ebubeogu stressed the strategic importance of effective coordination in unlocking the full potential of Nigeria’s blue economy.

He proposed a review of the ministerial designation to reflect this strategic role, suggesting the title: “Minister of Marine and Blue Economy and Coordinating Minister of the Blue Economy.”

“Marine spaces are the foundation upon which blue economy sectors—like fisheries, marine transport, tourism, offshore energy, and aquaculture—are built. Without harmonized oversight, we risk inefficiencies and fragmented development,” he noted.

Capt. Ebubeogu also called for alignment with international best practices, encouraging a governance approach that balances sustainability, economic expansion, and environmental protection.

The President of the Nigerian Association of Master Mariners, Capt. Tajudeen Alao, backed the call and reiterated the association’s commitment to advising government and stakeholders with evidence-based, professional guidance.

“The concept of the blue economy remains underexplored in Nigeria. What Capt. Ebubeogu has presented brings clarity and urgency to the need for a coordinated national framework,” Capt. Alao said.

The NPCC commends Capt. Ebubeogu’s contribution to shaping marine policy dialogue and strengthening institutional capacity within the port and maritime landscape. His ongoing work at the NPCC’s Ports Operations and Logistics Committee continues to reflect the Council’s mission of delivering high-impact, consultative leadership for Nigeria’s port system.
